KRA, Safaricom Plan M-Pesa Tax Invoice Link in New Push to Bring Small Traders Into Tax Net

The Kenya Revenue Authority (KRA) and Safaricom are discussing plans to integrate M-Pesa with the Electronic Tax Invoice Management System (eTIMS), a move that could change how small businesses record sales, issue tax invoices and comply with tax regulations.

The proposed integration could make it easier for businesses to connect payments received through M-Pesa with their tax records, potentially reducing paperwork and simplifying the process of tracking transactions.

If implemented, the arrangement could have significant implications for small traders, shopkeepers, online sellers, service providers and other businesses that rely heavily on mobile money to receive payments.

eTIMS is KRA’s electronic invoicing platform designed to support the recording of business transactions and improve tax compliance.

The system forms part of the government’s broader efforts to expand the tax base, improve revenue collection and reduce tax evasion.

Linking the platform with M-Pesa, one of Kenya’s most widely used mobile money services, could give the tax authority better visibility into business transactions and make it easier to reconcile payments with reported sales.

How Small Businesses Could Be Affected

For small businesses, the proposed integration could offer both convenience and additional compliance obligations.

If the system automatically links eligible M-Pesa payments to electronic invoices, traders could spend less time manually recording transactions and preparing tax documentation. Businesses that struggle with bookkeeping could also find it easier to maintain organised sales records.

The integration could also reduce discrepancies between recorded sales and payments received, helping business owners prepare more accurate tax returns and maintain records required by KRA.

However, greater visibility into transactions could make it harder for businesses to underreport sales or leave out payments when calculating their tax obligations.

Traders who receive payments through personal M-Pesa accounts for business purposes could face increased scrutiny if their transactions are treated as business income.

The distinction between business revenue, personal transfers, loans and money received on behalf of other people would therefore remain important.

An M-Pesa transaction does not automatically represent taxable income, and the tax treatment depends on the nature of the transaction and the applicable tax rules.

Possible Costs and Compliance Challenges

Despite the potential benefits, implementation could create challenges for micro and small enterprises that have limited access to digital tools or lack the skills needed to manage electronic invoicing systems.

Business owners may need to familiarise themselves with new procedures, update their bookkeeping practices and ensure that their invoicing records match their actual sales.

Traders who already face difficulties navigating tax requirements could require additional training and support to avoid errors, penalties or disruptions to their operations.

The integration could also raise questions about data protection, access to transaction information and how personal and business payments would be distinguished.

For small enterprises operating on tight margins, the cost of compliance and the time required to adapt to new procedures will be important considerations.

What Businesses Should Watch For

The impact will depend on how the proposed integration is designed, whether it will be mandatory, which categories of transactions will be covered and how KRA will handle payments that do not represent sales.

Businesses should also watch for official guidance on implementation timelines, exemptions, data-sharing arrangements and whether existing eTIMS procedures will change.

Until the two organisations announce the final arrangements, traders should not assume that every M-Pesa transaction will automatically generate an eTIMS invoice or trigger a tax liability.

‎If implemented with clear guidelines and adequate support, the integration could simplify tax administration for compliant businesses while strengthening KRA’s ability to identify undeclared commercial activity.

For small businesses, the central issue will be whether the system reduces the administrative burden of tax compliance while ensuring that legitimate personal transfers and non-business transactions are not wrongly classified as sales.
