Former Kiambu Assembly HR Officer Fined KSh1.06 Million Over Fake KCSE Certificate
A former human resource officer at the County Assembly of Kiambu has been fined KSh1.06 million after admitting to using forged academic documents to secure public employment.
Margaret Njeri Mbugua was convicted by the Milimani Anti-Corruption Court on October 22, 2026, after pleading guilty to three charges under a plea agreement with the Director of Public Prosecutions (DPP).
Magistrate Isabellah Barasa fined Mbugua KSh20,000 on each count of fraudulent acquisition of public property, uttering a false document and presenting a forged certificate.
She will serve six months in prison for each count in default of payment.
The court also ordered her to pay the government KSh1 million in compensation for fraudulently acquiring public property, bringing the total financial penalty to KSh1.06 million.
Investigations by the Ethics and Anti-Corruption Commission (EACC) established that Mbugua presented a forged Kenya Certificate of Secondary Education (KCSE) certificate, claiming to have sat the examinations at Gachoire Secondary School in 1996.
She allegedly used the document to secure employment at the Kiambu County Assembly, where she earned KSh4,921,953.80 in salary between November 2020 and August 2025.
Mbugua had initially faced four charges, including forgery of a KCSE certificate. However, she pleaded guilty to three offences covered by the plea agreement.
The EACC welcomed the conviction, saying the outcome should serve as a warning to individuals who falsify academic credentials to obtain public jobs and benefit from taxpayer-funded salaries.
