The Ethics and Anti-Corruption Commission (EACC) has secured a court order compelling a former Homa Bay County Government employee to refund KSh708,664 allegedly received through double salary payments over a period of more than three years.
In a judgment delivered on September 18, 2026, the High Court ordered former medical social worker Evelyne Adhiambo Ogweno and former county payroll officer Maurice Ochieng Wambo to jointly and severally repay the money to the Government of Kenya.
Ogweno, who previously worked at Ndiru Hospital Centre in Rangwe Sub-County under the County Department of Health Services, was found to have received additional salary payments between February 2015 and May 2018.
According to investigations by the EACC, Ogweno received KSh708,664 over and above her regular salary during the period under review.
The Commission subsequently filed a recovery suit against Ogweno and three former county payroll officials, seeking to recover the additional funds paid through the county payroll system.
The case is part of a wider series of recovery proceedings initiated by the EACC following investigations into the alleged loss of KSh42.25 million through the Homa Bay County Government payroll system.
The anti-graft agency said it is also pursuing criminal prosecution against public officials identified as bearing the greatest responsibility for the alleged payroll fraud.
The recovery order is part of the Commission’s efforts to recover public funds lost through irregular payments and hold those responsible for payroll-related fraud accountable.
