President William Ruto has appointed Charles Owino as the new Government Spokesperson in a reshuffle of senior government communications officials that also sees former Government Spokesperson Isaac Mwaura redeployed to head the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.
The changes, announced on Tuesday by Chief of Staff and Head of the Public Service Felix Koskei, form part of promotions and redeployments within the senior ranks of the Executive approved by the Public Service Commission.
Mr Owino, who has been serving at the Ministry of Information, Communications and the Digital Economy as the acting Head of Government Communications, has been redeployed and appointed Government Spokesperson under the Executive Office of the President.
His appointment places him at the centre of the government’s public communications strategy at a time when the administration is seeking to strengthen its engagement with the public on policy implementation and service delivery.
At the same time, Isaac Mwaura has been promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights within the Executive Office of the President. In the new role, Mwaura will oversee government initiatives aimed at advancing inclusion, equal opportunities and the rights of persons with disabilities.
The appointments were announced alongside nominations to several constitutional commissions and statutory bodies. President Ruto nominated Dr Duncan Ojwang Oburu for appointment as Chairperson of the Independent Policing Oversight Authority (IPOA), while Antonina Lentoijoni and Wilson Sossion were nominated as members of the Teachers Service Commission (TSC). Flora Mutua was nominated to serve as a member of the Public Service Commission (PSC), subject to parliamentary approval.
The President also nominated several members to the Intergovernmental Relations Technical Committee, while the Public Service Commission approved the latest promotions and redeployments across the senior ranks of the Executive.
